You can fix it with FT2232 or FT4232 module, homemade JTAG doesn't work with ST40. You can find 20-pin JTAG pinout and wiring on avi-plus forum, then you can send U-Boot to RAM with sh4gdb and write it to NOR via ymodem. It's not too hard if you know how to solder. FT4232 currently costs €21 + shipping on svet-el.si: http://trgovina.svet-el.si/productdetail.php?prodid=17916
Here's the U-Boot file you can send via JTAG: http://www.mediafire.com/download/v1f5vgr40fiouww/u-boot.tar.bz2 (extact first). It's my U-Boot which isn't ready for release yet (release should be in Oct together with Enigma2 image), but it'll be enough for loading Raxone's u-boot via ymodem and saving it to NOR.

Sorry, there is no other way. ST GDB requires STMC modules to connect to the board. There's another way, OpenOCD has some limited support for ST40 (flash R/W), so if you have it, you can give it a try.

But, I agree, since they are so cheap (I can get them for 1-2€), it's not worth buying 25€ module for one STB.
